Even the Queen of England Has a Bug Out Plan

As if in a replay from the Middle Ages, the Queen of England has a bug out plan. Rather than escaping the Black Death, this time it is in case of Brexit riots.
It is well documented how members of the royal family and wealthy individuals would flee to their remote country estates during times of civil unrest. During outbreaks of the Black Death, whoever could flee the city probably did.
What is bothersome is how the plan has been ridiculed, but we will get to that in a few minutes.
Whitehall plan to evacuate the Queen if Brexit sparks riots.
Officials in the Civil Contingencies Secretariat, the Government department responsible for emergency planning, have ‘repurposed’ a secret operation under which the Royals could have been accommodated in various country houses to protect them from enemy forces during the Cold War.
Sounds reasonable right? If riots erupt in the streets of London, why not evacuate the royal family to a safe location? I am sure the President of the United States has a similar plan.
For the sake of discussion, let’s say violent protests erupted in Washington D.C. Do we honestly think the President, any president and not just Donald Trump, would not be evacuated?

It seems odd that someone would describe emergency evacuations as a “wartime fantasy.” Maybe the person has never been in a situation where they have to get out of town rather quickly?
Is there a real difference in evacuating because of civil unrest, earthquake, hurricane, wildfires… etc? If the situation is dangerous, doesn’t it make sense to leave the area and go someplace safe? For some reason, this is a “wartime fantasy”?
Maybe the “wartime fantasy” shows a disconnect between disaster planning and not realizing how bad things can get, e.g. LA riots after the Rodney King verdict. It would appear that if violent protest were to erupt, London would be ill prepared.
